Its merely the setting of the game, where they decided to place it and since The RE series stated several games ago in Code Veronica the progenitor virus started in Africa, its a natural and logical conclusion. It doesnt offer commentary on blacks or politics, but shoot zombies that happen to be black. A horror game using horror editing shots for a trailer that goes where they said they would years ago for the sake of continuity? They've had zombies of all stripes in the franchise's history. I think there are far worse, more blatant and actual images of racism in media.
